It makes immense sense to me. It accomplished two goals. I know they received the item and if positive, that they were happy with the transaction. I don't care about the feedback, but it served a good purpose when there was less focus on every item having delivery confirmation.

If you 'could care less' that means you care. If you couldn't care less that means you do not care at all.
