I am not a criminal lawyer so I know little about this. Are you saying that if a person feels another person has committed a crime, by filing a criminal complaint with the FBI he can
compel the FBI to open a criminal investigation and, as part of the process, obtain a search warrant? That sets off a lot of bells to my common sense meter.
