They DON'T review cards again on re-holders. They just charge for the re-holder and give the same grade. OF course if they think they made a mistake they will call and handle it as a one-off. so if people see new holders getting better auction prices..thats because people love the holder versus thinking the grading is more harsh.
I understand if they are implementing tougher standards (are they?) versus the old holder days, so a 4 now would be harder than a 4 back then...as time goes on there will be more and more holders with tougher standards...but for now .i will bid accordingly..
