I think those were actually issued by Topps. Here's a Jeter version, being sold by a different seller:

I asked the seller, as I was curious if it was home-made, and he responded: "the company that made them put the card & jersey into them.

I don't collect such things, but it was intriguing that an ebay seller was possibly making his own card using the Topps logo and a fake Gehrig jersey. This would all be much simpler if ebay would simply put their own brand on such items.
