Probably because that is all they know how to do. If you gave a min wage job to the guy he wouldnt like it because its laborous work. Tell the guy he can make the same dealing with something he enjoys from the comfort of his home. Hell yes. To make those tens of dollars in the real world you actually have to work. Hence the fraud.
