That's correct, good point. Spines are definitely sewn on last. So either of your theories are likely the explanation.

I must confess: when making my own pennants, I've messed up more than a few and considered re-printing them on the reverse, just to save felt. The problem is, on certain types of modern-day felt, which is made from polyester (not wool), the ink runs through the pennant to the reverse side. So, you don't always have a blank canvass to work with when flipped over.
