I don't think the stamp indicates it was sold by a scalper.

In 1954, the Federal Tax on tickets was reduced from 20% to 10%. I know that Yankees Grandstand tickets at the beginning of the season have a stamp showing the changes in price and tax (tickets after the 20th home game were printed with the correct price and tax). Since this Red Sox ticket shows a 20% tax and is from early in the season, I'll bet the stamp also refers to this change in tax.
