I emailed him and got the certification number. I have also in the past won a 1934 Goudey Gehrig #61 PSA 8 from him, and received the card without any problems. The guy is legit.

As for the centering, yes it is off center, but the last two PSA 7 53 Ruths that have been up for auction (Sothebys and Memory Lane) have been oc too. You could argue none of them should be 7s though and I wouldn't argue back.
