He is being an ass, but if you have saved the e-mail where he said his insurance would cover it, I would send it to him with a signature required and leave it at that. The lawyers here may know better, but I think he is relieving you of liability or the need to insure since he told you his insurance would cover any problem. So I would think that sending it uninsured is ok now on your side. But I would definately require a signature on the recieving end.
