Might be worth mentioning; there is an email setting in every Ebay users account which dictates how they email you. Checking the box to allow them to send you special offers directly correlates with them sending you more bucks bonuses. I changed my setting this month and got 3 or 4 this month after averaging about 2 or 3 per year.
With that said, it does still seem that they selectively target users in "some way"; Im just not sure the formula they use.
