The 1994 UD Griffey/Mantle cards came authentically singly signed (by either) or signed by both. Some forged Mantle's signature to the authentic Griffey signed cards. So it's only the dual signed cards where you have to double check the Mantle. As all the cards were authentically signed by at least one, all the single signed cards (Griffey or Mante) are authentic.

In general, for novice autograph collectors, certified autographed insert cards are a very safe area to collect. Ninety nine point whatever percent are authentic, the card manufacturers had the signers under contract to sign, and, as I said, the rare problems are well known.

Pro Line cards are safe. The problem was just with Kemp's. And, of course, Kemp was a politician and politicians like their autopens.
