The "dots" on the one Elberfeld example could just have been a smudge, lint, or other dirt on the printing plate used for the black ink layer, which then got cleaned by the pressman, and so the "dots" aren't seen on other Elberfeld (New York) cards. Unless there are a bunch of other examples, I think it's just dirt on the plate that caused the "dots".
