Default Advertising for prewar cards?

What Richard pointed out about the Old Mill is interesting. Also, I must disagree about the Hindu. I have heard that Hindu's, among other brands, did have 2 cards per box. In fact, the advertisement even states 2 cards besides depicting 2 cards. Supposedly, Polar Bear packaged up to 5 cards per pack. Also, as for the rarity question - yes they were distributed in small numbers. Finally, I believe Hindu was one of the more "expensive" brands as opposed to SC or Piedmont, therefore they had a much smaller purchasing group. I believe this can be compared with Dog's Head from the N series. I have often heard cards were packaged with Dogs Head because the cig brand was so unpopular, Goodwin hoped packaging the cards would spark sales.
