It's not good whatever it is. Looks like condensation that has dried. We used to see this a lot on after market tail light housings my company used to sell. Hopefully most TPG and collectors make sure their cards are in mylar.

Paper touching plastic over time is not good. Back before TPGs, dealers used to sell cards in thick screw down holders. The thicker the holder the pricier the card was. Many times they had the holder so tight, when you went to unscrew it, the card would stick to the holder. In extreme cases the paint would even stick to the thick plastic holder.

It wasn't until later I learned you could freeze the holder with the card and that would prevent it from sticking.
