Until you get burned, you are apathetic. Not true across the board, but typical. I was burned once, and that was plenty.

The crooks still think that their behavior will be tolerated - ebay has done little to alter their thoughts. If we let them know it won't be accepted, and make it painful for them to keep it up, then they will eventually stop. Pressure on ebay also helps, though slowly, and they eventually apply token rules that dissuade a few of the thieves. Ebay also responds to the bad media coverage, but also very slowly.
