Hand cut cards from cereal boxes can include advertisements, or not, without impact on PSA grading.

Although this subject is probably not the initial intent of this thread, the above status seems (to me) to require a definition of what constitutes a complete cut out card.

There are plenty of similar examples of inadequate definition of "completeness" of a hand cut non-strip card.
