I spoke with SGC/PSA/GAI and asked if they graded rebacked cards as Authentic.

SGC's answer: As of now we are not putting rebacked cards in the SGC Authentic holder. Trimming, color added, miscut, and "too small" are all acceptable for the SGC Authentic label. On rare occasions, we will feel that a card has been too extensively restored (repainted through almost the entire field, etc.) for SGC Authentic.

PSA also stated they do not encapsulate rebacked cards. Interestingly enough GAI did state they grade rebacked cards as Authentic.
