I think his plan is jump on a bulk deal. Plus the possibility of preferential grades on a bulk submission might be the way to go.
The one dealer near me, had been pooling together submissions from all of his customers and submitting them all together a few times a year, hoping to get preferential treatement. It's kinda hard to get the benefit of the doubt from psa when your customers are giving you every crap card under the sun to submit. The psa 2(or 3, I can't remember which it was) 1990 Topps Frank Thomas was definitely the jewel of those submissions
He doesn't submit anymore.
