To answer your initial question, I still think it's the buyers option to have the sticker or not with a full LOA, but I think it's dumb to put any sticker on an item when the LOA has a photo.

I paid for a PSA Quick Opinion, which is separate from the LOA used in the listing. I think the item is genuine. All of my own JSA items with letters do have a sticker though so it was hard to tell if this was in fact a policy change.
