I agree that there is usually no discernible difference between a 9 and a 10. But in this case there is a difference. The 9 has nice black borders. The 10 seems to have a lot of white showing, especially on the upper left edge. I think you could easily tell these two cards apart outside their holders, and condition-conscious collectors would pick the 9 every time.
