Default Pennant Experts

How common was it in the 1940s that a felt spine was made too short during production and another smaller piece added on when being made?

I am considering making a run at a pennant and I noticed an imperfection with the spine. After emailing the seller, he told me that " Not an imperfection but during the making of the pennant the felt strip was a bit short and a smaller piece was sewn on."

Has anyone heard of this before and should I trust him?

You will see near the top, the other piece added.
