To me this one looks more like Ivy Olson or somebody else other than Joe. When I discovered Joe on the other card it was because every time I looked at the set it just struck me as him without having to over-think it, but that's not the case with this one or any of the other Cleveland player center panels.
Update: The "Schaffer On First" card also appears to feature Joe (and is the only other one in the set besides "Lord Catces His Man"), but I don't believe the card listed above is.
