If cost is the only concern, $1000 is about the pricepoint when deciding between USPS Insured versus USPS Registered with Insurance. That is, it's less expensive to send a $20,000 package Registered than it is to send it Insured (blue form.) The reason is that Registered is much safer (audit trail along the way), therefore, the risk to the USPS is less.
