I'm not sure what appearance-wise happens if a Ramly has the layers separate and then they are "laid down" again by someone simply flattening the card under weight. Also, if hot liquid (like tea or coffee) fell on the gold border and it was almost immediately wiped away, would the discoloration you see then result? I don't think there is anything wrong with the card that indicates tampering, and the likelihood of it happening on a Good condition common are slim.
As to your other question, "buy the card and not the slab" is the dictate of the day. There's nothing wrong with investigating things yourself as you have done. Cards are graded by people. (Although one company had a rating of "untouched" or something like that, so they were likely grading those cards using monkeys.)
