The scans are too small to tell if the font is different then the type 1s (should be thinner) and if there is a period and a comma following the position. However, comparing the the scan of the Powell above to a scan of another Powell which is a known type 1, it appears the images are exactly the same. The type 2s images are larger and cropped differently.

Edited to add that all type 2s have "Frisco" instead of San Fransisco. It is clear on the Howell pictured above that it says San Fransisco and not the shortened Frisco.

Edited one more time to add the scans which were deleted in the post above. Hopefully this will make my post make sense.
