John SIt would be naive to believe that the NFL does not have steroid problems. However, steroid abuse is an issue of perception. The NFL has had an active anti-drug policy for at least fifteen years. That policy was crafted by the NFL without prompting from outside sources. That does not necessarily mean that it has been or is effective. Joe Fan believes that the NFL is trying, wheras MLB appears reluctant (until very recently) to legislate and/or enforce anti-drug policy.
