fkwI would consider it the same as when Tango Eggs, American Caramel (E106), General Baking (D303), Mino, Kotton, etc. used some of the same images (plates) from earlier caramel cards issued 6-7 years earlier with American Caramel (E90-1), Dockman (E92), Mello-Mint (E105) etc.
Except the gap between the Notebook cards and the slightly earlier printed E95 and E96 cards is only about 2-4 years. They are not a reprint, In my opinion a reprint is a card where they reprint the exact card (front and back). Anyone who has seen or owned a notebook card would never confuse it with a E95 or E96 because of the paper stock and blank back.
No one would call a Tango Eggs card a reprint of a Dockman, even though they used the same images (plates) 7 years later.
