Josh K.Ive never tried it with t206s but Ive had success getting paper glued to cards off by soaking in water. If the glue on the tape is water based, you should be able to get it off with using only water.
You may be able to find posts on soaking cards successfully. If not, I can tell you how to do it, but I would first want someone to confirm that this can be done to t206s without damaging them.
As far as a higher grade with a mark, only psa does that. The other card companies will give it a lower grade. However, a psa 5(MK) will probably only sell for what a psa 3 sells for - so if resale is your goal, I would try to remove the tape. If you dont intend to resell and you dont mind the tape being there, then just send it to whichever company you think has the nicest slabs, best service, etc. and dont worry about the grade.
