I think we're aware that the first year of the common era was 1, not 0, and so the 21st century began in 2001, not 2000; however, the 80's, 1980-1989, is A decade (it just doesn't exactly line up as the 199th decade) as is the period 1926-1935 or 1794-1803 or 1863-1872.
