To answer your question: Yes, it is really a PSA4. It is certified as such and encapsulated by the company who invented PSA4s.

Now what does that mean?

Not much in my book. I crack out all cards. Im clumsey, but I don't buy cards much better than 4s or 5s, and often lower.
