Yes, I agree that for a Wal-Mart or other big retailer, an occasional screwing by a dishonest customer is no big deal, but for most ebay part time card hounds a loss of a few hundred dollars can represent a big chunk of their profits. It hurts a lot more, which makes Paypal much more of a risk for them.
