I would think the rarest ACC catalogued set would be the T231 Fans Cigarettes. Two copies known of and only 1 known (whereabouts) from the set. As far as I know there is only one known "complete" set (40) of Western Playgrounds too. Many of the sets mentioned have NO known complete sets so are they really sets? (Maybe so, just not complete.) best regards
