HankronThe answer is 'undetermined due to lack of information.' I can tell very little from the combination of the GAI label and seller's descrption. It could be 1909 or 1920 for all I can tell. The potential bidder should forget about the GAI label, and ask the seller a bunch of questions (tax stamp, factory, etc) before bidding. If there is an overprinted date (which I doubt), I would be surprised if it could be read through the holder.
I have seen a couple of Piedmont packs with the correct T206 era stamp and overprinted date. As you might expect, each sold for a heafty amount of money. These packs are in a different league than this GAI pack, at least with the current lack of information.
