Yes, It's easily overlooked. 
I have always thought it was a scratch in the negative as it runs across all color types and just doesn't seem to have the same characteristics of a plate scratch. There might be one without somewhere if it is indeed a plate scratch, please post it if someone has the missing link. I would love to see one!
