Note, this is fairly common to see on Craigslist. But you can report this guy for spamming keywords to eBay. They probably won't do anything about it though because they lack competency.

Very common practice dating back at least to 1998 when I started on eBay. Not sure how common the
magnitude of this guys method is, but ebay would take action back in the day. Not sure about now as there are nearly
1.7 billion more listing than back then.
