Yes. In those days HOFers and other stars didn't generally command a premium unless they were scarcer than other cards in the set, a la T206 Wagner and Plank. In fact, this was a point of pride among advanced collectors. When the influx of new collectors in the mid-70s began to push up the price of star cards, a lot of old-timers were not pleased, and didn't consider the newcomers "real collectors".
