I strongly disagree. The Phillips card is very nice, but O/C. If it were graded by PSA it would definitely get on O/C qualifier. Right? Below is a PSA 7 that sold for $33.02. It is O/C as well, but not as O/C as the one above (not bad enough to get a qualifier). So, if the PSA 7 below sold for $33.02, how much do you think a PSA 7 O/C would bring? My guess is about $20-$25, in which case I don't believe it's worth spending the $7 (or whatever the fee is) to have it graded.

I guess he could always request 'no qulaifiers' but in that case it wouldn't grade any higher than a 5, which sell in the $15 range.
