As you can see from the scans, these cards were attached to a page in an album. They are still attached to the paper and there were newspaper clippings on the back side of the page. (Interesting sidenote: Part of Frank Bakers Obituary is on the back... good read)

That's a very interesting, partial obit of HR Baker on the back, making this block rather unique with the cachet of history.
I'd have to deliberate over soaking it off. That's likely why it's lasted this long as is.
