I would have to reasonably believe that the larger the number of reports Ebay receives on specific items/sellers the more interest they would have in investigating this type of activity.

Based on calls I have made to them to report entirely obvious shilling, I would say they don't give a damn.

Here is the link to eBay's shill bidding policy: Link. Saying that, they've been doing squat and instead making it even more difficult to determine shill bidding by hiding feedback history now.
