It's rough, but presentable so there's no requirement that it be fixed. It's expected that 1800s photos will sometimes be rough. It's from late 1880s-mid 1890s-- circa the Old Judge years.

But it's not clear what you would want a restorer to do. There are white dots on your image- is that the scan or are they really there? In general, you have to weigh the cost of the work against the value of the photograph.

I didn't post a picture of the frame it was in, but it is probably worth as much or more than the picture. I think it will make a nice display piece, as is, but may try to get it cleaned.
