I can explain the lack of complaint
 
I believe this seller is just stating that no complaints can be processed until further notice, as they have not established a complaint department to handle such issues if they were to arise.

Way to out the auction, Leon! Seriously, if I didn't already have most of those Ruth publications, I would be bidding. I love the 1930's Ruth covers. Pretty fun stuff. Wonder why Grandpa didn't seem to collect any Ruth cards other than Sanella, though. Too bad.

and in order to establish such dept. their costs would subsequently go up resulting in higher retail prices which would lead to less sales, bankruptcy and eventual unemployment and ruin. We wouldn't want that over this, would we?

On a more serious note the seller does have some cool stuff, I just thought the title was funny when I read it.
