paid using PP f & f and no card comes, in a scam? I'm sure you have covered but asking again. I realize PP may be no help but what about your bank if the money actually came from there (via PP)? My major bank says they are looking into it and will handle as fraud.....was not labeled a "gift."

You'd be SOL. Fortunately, these sort of scammers are few and far between. I've never been scammed by anyone yet.

In the years I have been selling, only two shipments didn't arrive. Both were refunded. PayPal Friends and Family was and is the option I offer.

Ask your Private insurance carrier
 
I do know my private insurance carrier will cover the loss of MY card sold if stolen or lost through a mailing system if documented.

Not sure if they will cover a claim for not receiving a card I purchased. A good question to ask, policy legal language can be difficult to deifier.

My understanding is that any guarantees from your credit card or bank are not in force when you send a PayPal gift…. as technically it is not a payment for anything but a gift. If you authorized the gift….. then it’s over. Same thing if you write a check to someone and mark it as a gift in the memo area….. you would have a problem trying to claim later that it was actually not a gift but for a product or service. PayPal F and F is a dice roll … but a lower risk dice roll when dealing with people you know ….. sorry if you got scammed.
