We all know there is no way ebay would ban a seller for this. More damaging to the seller would be if somone actually won it for a lot of money, so he has to pay final value fees, but they buyer doesn't pay.

(I don't know)<br /><br />Regarding the final value, I have never been down this path, but I believe there would be a dispute once the item ends in which the buyer would have to justify why he didn't pay, at which time, ebay could see what was going on and take appropriate action. I would imagine that ebay, having already rendered their services, would not be inclined to refund anything to the seller if it was shown he was acting incorrectly.<br />
