I sold a card and was paid via PAYPAL and waited a week before shipping the item just to be safe. Well needless to say you would think that they would back their service but instead they debit my account today the $3000 and leave me no recourse to get the money or the item back from the original buyer. I thought using this service was a safe place to conduct business transactions. With this being the case then you are much better off only taking checks and cash because PAYPAL is not a safe bet.<br /><br />I have put in a complaint but don't know what else I can do to rectify the situation. I purposely keep a low balance just in case and don't know if I should pay them back or not. Should I close the accounts that are connected to that PAYPAL so they can not take the money with out my permission?<br /><br />TO ELABORATE:<br /><br />The seller did not complain PAYPAL determined over a month after the fact that it was a bad transaction. I have no idea if the seller used a stolen credit card or not. The complaint was not issued by the buyer and assuming through the PAYPAL fraud department.<br /><br />I updated to give more information..

They have a history of reversing charges for the flimsiest of reasons, and of refusing to reinstate them even when the seller has powerful evidence of delivery (like a USPS record of delivery confirmation). It SEEMS that all an unscrupulous buyer has to do is to claim he didn't receive the item. <br /><br />I hope I'm wrong about all this, and that Bobby will get his money back. Just too many problems- I've had funds tied up before, I got a bill last week from paypal for something I never bought (it was a scam) and their fees are too high. Bobby, I hope this works out but I think you will have some level of frustration ahead of you to deal with.

But if they can go into a bank account tied to it then I will have to give thought if I really want to do paypal anymore...

Paypal should be contacting you by phone if they had any kind of customer service. And of course we all get the fake Paypal emails, i just delete them and log on to my account thru the Paypal web site and see if there are any messages. Goodluck

They cannot hit that account through the other one.......just insurance for such riciculous b.s. from Paypal..........<br />

I just got an email from them in regards to my complaint and the usual 5 business days to review.<br /><br />I don't know if they will take the money out of my account with out my authorization. I hope not because they should be liable for the loss not me. At least that is my thinking for over a month they say it is a good transaction and now they say no. Does not seem right to me if it was a couple of dollars I would not care but for $3K is a different story.

Posted By: <b>Bobby Binder</b><p>The buyer had 13 positive transactions all buys that where large amounts. With PAYPAL taking more then a month to act the buyer could of made a number of buys and gotten the positive feedbacks. But now the person is no longer on eBay.

One of the risks of accepting credit card payments from people is their ability to charge back. My understanding is that paypal will just hammer the seller for a chargeback from a CC issuer. I will NEVER take paypal as a seller.

At the time I didn't know this though. After he bugged me a bit, I told him to send it back and I would refund his money. When I got the card back, He sent it back Uninsured, Knuklehead! He switched the card with the same card but it was a "1" at best, & then put it back in the holder. Wanting me to believe that it happened in the post.<br /> No Insurance, with a Delivery Confirmation #, Paypal refunded his money from my account balance. It is slightly more of a hassle but definitely not a deal killer. I thought Paypal was a safer way to pay than checks. Anyway, sounds like it isn't. But, my point is the only real deal killer for me besides a rating below 99 is the dreaded MO only seller. Sounds like in your case the buyer had the funds tied to a fraudulent credit card and the credit card company got their money back from PayPal and you got left holding the bag.

Anything after they take the hit since they verified the card as being good. Same should go for PAYPAL they processed the card not me and gave me the money from the deal and took their cut. They are the ones who told me that the money was now mine and it was a go to ship the product. I feel they are responsible for the money not me. The only way I can see a charge back is if the customer is not satisfied and wants to return the product but all else PAYPAL should be held accountable.

Sellers should not accept such payments.) <br />The seller ships to a domestic (U.S.) buyer at a U.S. address. <br />The seller cooperates in resolving disputes by responding in the following time periods: When a complaint occurs, the seller must provide complete information within 7 days of a request from PayPal. However, if PayPal is required by the credit card association to respond immediately to resolve a reversal, sellers must provide the information within 3 days. PayPal will indicate the response time required in the e-mail message sent to the seller. <br />The seller ships within 7 days of receiving payment. <br />If you do not qualify for the Seller Protection Policy. Another way is to only accept PayPal where the funds are from a PayPal balance or a checking account (no credit cards).<br /><br />I got nailed on a $1000 chargeback about 6-7 years ago by another company that was similar to PayPal (forgot the name, but I think eBay owned it at the time). Evere since then Ive been jumpy about taking credit card payments from winners I dont know, especially one with low feedback.<br /><br />When buying PayPal is all good, at least for me it is.

The seller paid and I sent the book. After he received it we corresponded by email a few times about it (he had been looking for a copy for some time) and all seemed well. About six weeks later I get this message from Paypal saying that he had not received the merchandise and blah, blah, blah. I provided Paypal with scans of the postal receipt, E-mails, and an insurance receipt. As it turned out, I would have been better off flushing all of my evidence down the crapper. Paypal debited the monet from my checking account with little of no explanation as to their findings or the other guys claims. It wasn't alot of money ($30.00) as I recall, but their idea of an investigation is b.s.

Did you get Signature Confirmation? <br /><br />I use paypal, I'm a second level power seller, been doing this since early 01. I only accept payments from confirmed shipping addresses. 90% of my money comes through paypal. I was ripped off once, I did not have delivery confirmation on the order (I had insured it and stupidly thought that was enough), so paypal took buyer's side in claim.
