The back of the LOA you get sort of explains that it isn't really a LOA it is just sort of an LOA and that if you want a real LOA you have to send it back and pay their fees. When I took mine to them at the National they told me that they honor their LOAs but will charge half price of the normal slabbing cost to vouch for the item and have SGC slab it. You need to call them and ask what to do, but that was my experience.
