Both the white or tan borders and the silver borders were made with Recruit backs (commons) and I don't have a good answer why this happened but you see both borders frequently although the silver borders appear on fewer players' cards.<br />tbob

I seem to remember I owned Strunk, for example, with both colors of borders and ditto for Schulte. I don't remember ever seeing a silver border on the Broadleaf, Anonymous or Red Cycles, just Recruits, but I could be mistaken.
