PSA Review/Set Registry Special

(basically, does a card have to be RAW for the Set Registry Special?)<br /><br />Right now its either pay $13/5-day Registry Special or have to fork over $30 for the normal 5-day service.<br /><br />Thanks in advance,<br />Kyle<br /><br />
