I don't know if that helps, but good luck - usually you can atleast find out about where they live with the ISP information. For example cincinatti.rr.com would be in Ohio. Don't plan on finding someones life story with onyl an IP and an email though... you probably won't get much. <img src="/images/happy.gif" height=14 width=14>
