It's one of the hobbies great mysteries <img src="/images/happy.gif" height=14 width=14> It's a very good magazine when it does get to you however, one of the minor quams has been the random circulation times. I believe it is fairly difficult to gather a lot of hobby news as well as to get written articles. There is most likely not a huge budget to work with either. best regards ps..(wasn't the Tinker issue the last one- from a while ago?)........
