Doing some investigating after picking up my first 1938 Baseball Tab Hank Greenberg.
Between the two issues there are 19 player subjects in common. Additionally, they use the same art (between these two links from past REA auctions)

Overland Wrappers (https://www.robertedwardauctions.com/auction/2008/spring/574/newly-discovered-1936-r301-overland-candy-collection/)
Last piece of evidence of relation is that the Overland wrappers are confirmed to be printed in Chicago, and since there were American Association teams included in the Baseball Tabs set, it can also be deduced that they were issued in the Midwest.
